Parking Lesson #1 - Don't ever park on a handicap spot.

Even parking in the middle of road is better than parking on a handicap spot.
Of course you can ask the hearing clerk (usually judges don't get to decide on parking tickets) to cut the fine, but I doubt it will work. It doesn't cost anything to try.
