Happy Chinese new year everybody. I need a little help.

My brother is visiting me from Japan. He has a international driver's license from japan. He will drive my car regularly while he is here.
My questions are:

Does he need a US driver's license?
Do I need to add him on my car insurence policy, and how much will that cost? ( I assume it will be very expensive)
