tell you a bit of history:

after 1949, there were 600k high school graduates by the time of 1960 in shanghai who the government would not have chance to find job for them...

but xingjiang needs some Han but do not pay much...so ...

they were told to join the PLA and who would be allowed into a 'supplied system' in XinJiang..

a lot of people beleived they were haveing a chance to join the service of PLA, and which would give them a secured future...

just like those recruitment officer of US army are giving lot of benifit offers where later on you will get nothing but a bodybag...
