Boy State是從每個高中三年級的學生中選出有領導才能的同學。大概每個學校有3到5個學生。要求有老師的推薦。在放假的前一周，大約1000名來自全州不同高中的三年級學生集中在Rider 大學，進行一周的免費夏令營活動。學習專營公民的權利，特權和責任。近1000名的高中生被分成兩個黨派，16個城市，一進入夏令營就開始了選舉活動。早晨吃早飯時他們進行州長和議員的選舉投票。他們仿照現實的模式進行選舉，也要有拉票，競選演講的過程。競爭相當激烈，因為所有的孩子都是同一類型的，他們是從各個學校了選出來的精英。
