　　前一些日子，我參加了，某一個機構召開的，城鄉居民，最低生活保障製度座談會，目的是，為第二天，省級機關，召開的同題會議-“建言獻策”。會上，我坦言——今天的與會者，沒有一個是，需要最低生活保障者，可以預計明日的會議，更不會邀請，需要最低生活保障者參加，討論，事關一部分群體的，基本生存問題的座談會、決策會，卻可以，沒有這一個群體的代表參加，這是，一種多麽嚴重的，對人的權利，與尊嚴的漠視。　

　　目前，我國實行的，最低生活保障線的標準不一，許多不發達地區，是每一個人，每一個月50元，或60元，某地新聞報道中，還以“最低生活保障水平，提高到每一個月50元”為題，以表示政績。
各地區的物價水平、生活指數，當然很不相同。但是，在今天的中國，一個月50元，是無論如何，也沒有辦法，讓一個人，以“人”的名義，生活下去的。即便廣州等，發達城市，是每一個月300多元，其艱辛和屈辱，也是可以想見的。
　　好吧，50元也認了，當然，政府的工作，要做得細致、做到公正，於是，就有了先核算，和扣除最低生活保障家庭的，現有收入。然後，才對每一人平均，每個月不足50元的部分，予以補足—是補足到50元啊！
　　據報道，這種核算的方法，各地有不同，最低生活保障家庭，自己種的菜、自己栽的樹，等等，都要算作家庭收入；甚至，自己家養的一隻雞，還要按照一年，生300個雞蛋，換算成家庭收入——天哪？！誰？能保證那一隻雞，今年，一定能生下300個雞蛋！像的計算方法，據說有13種之多，以13種計算方法，去，算計恩賜，給那些老；弱；病；殘者、無業-生活無著者的50元，這，怎能不讓人淚流滿麵？
　　環顧今日之中國，公車、公款旅行、公款吃喝、巍峨壯觀的辦公大樓、讓全世界驚歎的-盛世豪華建築等等，那些，每一年，以萬億計的，公共的支出，又是一種，什麽樣的計算方法呢？

　　無論如何，以一年產300個雞蛋的計算方法，來扣除最低生活保障金錢，這隻能說，是太不知道羞恥了。

　　普天之下，天曉得！還有多少這樣的老人、病弱者的50元，或60元救命錢，被那些無比認真、細致的計算方法，從中扣除；
　　我們，還可以想象得到，那些腦滿腸肥的官員，會何等振振有詞地、耐心地，向我們解釋，那些被扣除的計算方法，是如何，經過周密調研、科學論證、民主協商，而得出來的？
　　看來，盡管政府官員中，很多人，都頂著博士的頭銜、碩士的頭銜，但是，他們的小學算術課，都是不及格的——在各種算式的兩邊，都缺少了必要的前提：作為中國人的良心；中國人的知識。

　　前いくつか日、私は參加して、ある１つの機関は開催して、都市と農村の住民、最低の生活保障の製度の座談會、目的は、翌日のため、省レベルの機関、開催したのはと會議-“獻策することを提案します”を書きます。行くことができ(ありえ)て、私ははっきり言っています――今日の會議參加者、ひとつないのは、最低の生活保障を必要とする者、明日の會議を予想することができて、更に招待することはでき(ありえ)なくて、最低の生活保障を必要とする者は參加して、討論、一部の群體のに関わって、生存する問題の座談會は大體において、會に方策を決めて、できて、この群體の代表は參加していないで、これは、1種はどんなに深刻で、人に対する権利、尊厳との軽視。　

　　現在、我が國は実行して、最低生活のための収入水準の標準は一様でなくて、たくさんの未発達地區、すべての人で、毎月の50元、あるいは60元、ある所のニュースの中で、また“最低の生活保障のレベルで、毎月の”を50元あげるのは題で、政治的業績を表します。
各地の物価のレベル、生活指數、もちろんとても同じでありません。しかし、今日の中國で、1ヶ月の50元、いずれにしてもで、方法がもなくて、一人を譲って、“人”の名義で、生活していきましたの。たとえ広州などとしても、発達した都市、毎月の300數元で、その艱苦と屈辱、會いたいことができるのです。

　　いいでしょう、50元も見分けて、もちろん、政府の仕事、するのが入念で、やり遂げるのは公正で、そこで、先に計算することがあって、最低の生活保障の家庭を差し引くことと、収入があります。それから、やっとすべての人に対して平均して、毎月50元足らずの部分、―を十分補充するのは50元まで十分補充するのです！
　　報道によると、このような計算の方法、各地に不一致があって、最低の生活保障の家庭、自分で植える野菜、自分で栽培する木、待って、すべて家庭の収入に見なしなければなりません；甚だしきに至っては、自分で家で育てる1匹のニワトリ、1年によって更に必要で、300の卵を生んで、換算の成家庭は受け取ります――日どれか？！誰か？あの1羽のニワトリを保証することができて、今年、きっと300の卵を生むことができます！像の計算方法、聞くところによると13種類の數があって、13種類の計算方法で、行って、恵みを計算して、あれらにあげるのは古いです；弱いです；病気；不完全な者、職業がない-生活のめどが立たない者の50元、これ、人をどうして涙がほろほろと流れさせませんことができるだろうか？

　　今日の中國をぐるりと見渡して、公用車、公金の旅行、公金での飲食、高くそびえて壯観な執務するビル、全世界に驚嘆させる-盛んな時代の豪華な建物など、あれら、毎年、兆で計算して、公共の支出、また1種で、どのような計算方法か？

；　　私達、更に得ることを想像することができて、あれらのぜいたくな人がぶくぶく太った官吏、とても意気込み雄弁をふるって、根気よく、私達に釈明して、あれらの差し引かれた計算方法、どのようですかで、綿密な調査研究、科學的な論証、民主の協議を経て、得ましたか？
　　見たところ、政府の官吏の中で、多くの人、すべて博士の肩書き、修士の肩書きを突いていて、しかし、彼らの小學校の算術科、すべて不合格になったのです――各種の數式の雙方で、すべて必要な前提に不足しました：中國人の良心とします；中國人の知識。
