super rich's 資產 concentrated in financial asset, while middle class 資產 is more in house, 401K etc.

capital can move or vote by feet, so in order to attract capital, captial gain is taxed at only 15%;

labor cannot move at will easily, so INCOME is taxed much higher than capital gain.
