Question on Green Card and re-entry permit application

My friend had Green Card, he returned to China on 1/3/2020. It is almost one year. Now he is in China, his son is in US.  From USCIS website, I-131 must be applied in US.  Can he ask his son to apply re-entry permit for him. and stay outside of US  for more than one year ?

Is there any other option ? Can he apply returning resident visa if stay outside of US for more than one year?
