FCC call: scam?

A guy claimed to be Chris called me this past Saturday. I asked right away how come goverment agency worked weekend now. He gave his name and email address and passed his phone to his boss: "Sheila". "There was a phone # activation (to minute on a particular day) on ATT kiosk associated with me from China... It may be identify theft using my ID and cell phone #.   " 

After she passed to enforcement bureau of FCC, I hung up. "Sheila" gave me her badge # and this case #..

Still curious today so I emailed to Chris.Andes@fcc.gov. There was a REPLY.

I called FCC customer service today using # on its website and there are so many options. I kind of picked one I believe that is right.  The gentlement  believed it was a spam and I asked how come Chris email was hacked too. He did not answer. I asked whether there is enforcement bureau. He said there was fake transmitters..... so there is enforcement bureau. He asked me to call FTC (trade commission) to report the scam call. I do not have that much time. 

I blocked Chris email address but still curious how can these guys make it so real.
